live from the kgo broadcast center, this is abc7 news. >> good morning, everyone. thanks for joining us. i'm carolyn tyler. let's start with a quick first look at the weather with our meteorologist lisa argen. >> hi, carolyn. >> we had a nice day yesterday but the fog, boy, it took some time to clear. really it didn't totally from the coast. but today a different story. the warmup still on tap. the sea breeze will be lighter and we are still looking at some patchy fog this morning. by the 10:00, 11:00 hour continues to push back and we will see some sunshine.

numbers in the mid-60s to upper 60s from the coastline and the fog not far, but we will see mostly sunny skies around the bay. and the warmup continues with numbers in the mid-80s, oakland upper 80s down through san jose. and the upper 90s in the livermore valley. so that is an increase about five to seven degrees in our warmest inland valleys. we will talk about the beginning of the work week, which still features the warmth. that's coming up, carolyn. >> thank you, lisa w this heat wave, several day area counties are opening cooling centers to deal with the heat. in santa clara, cooling centers will be open in cupertino and morgan hill. contra costa county has three centers in san ramon and you can cool off in almeda county at three city libraries and the union city sports center. for more information go to abc7news.com and click on "see it on tv." now to an east bay political fight is turned physical. a richmond city councilman is

set to press charges against a community activists for punching him in the back of the head, and it happened right in front of a police officer. but the activist said the councilman punched him first. abc7 news reporter, thomas ramon, has the details. >> you are ruud, impolite and i'm sick of it. >> that's what corky said a political rival yesterday at him just before he was assaulted. >> the next thing i know i feel this big thud to the back of my head, the neckline in the back of my head and i'm going, wow, what was that. so i turn around to look, and i get a sock right in my right temple here. >> this video supplied to us, shows 72-year-old david moore being led away by richmond police in handcuffs. it was thursday night. it happened at a council member's candidate meeting in richmond. moore was taken into custody for

misdemeanor assault, cited and released. moore, who is an active member of the richmond active alliance, wrote this e-mail in his defense. things got heated and i got in his face and said some pretty mean things, including calling him a bully and a coward. at that point corky punched me in the face and i tried to hit him back. >> richmond police told an off-duty police officer saw moore punch the council member, not the other way around. and richmond police are also investigating what they called improper touching of a female by buze which they say is also a misdemeanor assault. that occurred on september 20th. he denies doing anything of the sort. >> because there's no charges pressed against me. there was conversation, but no charges. >> david moore did not return our calls for further comment. buze said he feels thursday seas violence is the sign ever things to come. he said the naacp and other organizations will be at the

tuesday council meeting for support. in the newsroom, i'm thomas ramon. gov. jerry brown has band agency to cut off velez phone service without a court order. that's what bart did during a protest against a police shooting back in august of 2011. the bill was a direct response to that decision. the governor said the measure could divert attention away from a true emergency. the governor did sign new legislation that targets abuse by used car dealers who sell older cars to people with bad credit. now they will have to provide warranties for at least 30 days and post a fair market value on the vehicles they are selling. governor brown vetoed a bill that limited the dealers' i interest rates. he has eight bills left to sign or veto before tonight's deadline. in vallejo, federal investigators are helping police with a fire they say was intentionally set to destroy the

law offices of mayor ostby davis. it started early yesterday morning in vallejo. abc7 news reporter sergio quintana has the details. >> reporter: the inside of mayor ostby davis' private law office is a burned-out shell of melted machines, singed walls and crime scene tape. police say this is a fire that is more than just suspicious. >> because we suspect it is an arson and because we are characterizing this as perhaps a form of domestic terrorism, atf. >> we were able to get the first look inside as they were sifting through the damage. it was clear the mayor was still shaken by the fire and didn't want to say much. >> so what is your feeling about all of this? >> i'm not going to express my feelings. i'm just telling you they are going through the investigation and we are trying to piece together the pieces and we will deal with what we have to deal with. >> fire teams were age to quickly knock down the flames when they arrived. >> heavy smoke and fire coming from one of the windows.

one of the front window waiting areas. >> inside the office the front door and waiting area had been sealed off with crime scene tape. investigators say this is where the fire started but they have not yet said how it started. now friends of the mayor are speculating about why this happened. >> i believe it was a direct attack against mayor davis. i believe that this has been in regards to his deciding to stand up and call in the a. g., the attorney general, in regards to what is happening in the city of vallejo. >> off-camera they said they have repeatedly targeted his office. he showed us a small collection of rocks hurled through the windows the last couple months following the fire. they are now concerned for davis' safety. >> any reason to believe the mayor might be in danger? >> that's a difficult question to answer. i would certainly tell you that we are going to take all the precautionary steps to address the incident. >> in vallejo, sergio quintana,

abc7 news. >> new this morning a fundraising concert this afternoon is planned to help rebuild several san francisco businesses devastated by a fire last month. on august 7th blames raced through businesses on ocean avenue, causing an estimated $3 million in damage. to help them rebuild, the inning he will side presbyterian church and another organization are hosting christmas in september at 4:00 this afternoon. for a suggested donation of $25, the guests are going to be treated to a performance by internationally acclaimed opera soprano hope briggs. she's sung lead roles in the huston opera, san francisco opera and opera frankfurt. the family of an 18-year-old man killed by oakland police rallied against what they call racial profiling and police brutality. it took place at the east mount

mall police station. two friends were stopped and searched by police and that's when blue ford was shot three times after he ran for unknown reasons. >> their job is to protect and serve. that's no service. and we got no protection. and it's a shame. it's a shame. everybody should be outraged. >> oakland police say bluford had a gun found near his body at the scene. the family says that weapon was planted. new this morning the woman charged with murdering nursing student michelle lee goes on trial tomorrow. 28-year-old giselle esteban killed lee last year because she blamed her for ruining her father. lee's body was found new months later in a remote area between pleasanton and simole.

an alameda grand jury reviewed the evidence last december and indicted esteban for murder. a mom accused of ditching her daughter in morgan hill during a shoplifting incident has an extradition hearing scheduled tomorrow in nevada. take look at the mug shot of the 38-year-old marcy keelin's. she was arrested friday night in a nevada hotel room with her 11-month-old son and a friend. authorities had been looking for her for nine days. the search began after she left her 10-year-old daughter with a cart of groceries they were trying to steal at this safeway. in washington an 11-year-old >> always he are going to check in on carmageddon 2. the latest on the big

two russ army members died in the attack. the count of u.s. troops killed in afghanistan began with the u.s. invasion on october 7, 2001. u.c. berkeley honored a former graduate who died tragically earlier this month. ambassador christopher stevens was killed in a terrorist attack on the u.s. consulate in libya. before yesterday's cal football game the 52-year-old was honored with a moment of silence. the university also announced the creation of a memorial fund in his name. >> norse los angeles say work is right on schedule to reopen a ten mile stretch of one of the world's busiest freeways by tomorrow morning's commute. take a live look at the 405 interstate over the pass connecting west l.a. to the san fernando valley. the freeway has been shut down since friday night while crews demolish an overpass. it's being called carmageddon 2 because of the potential to

create a traffic nightmare throughout l.a. if work doesn't get finished in time. last year was carmageddon 1 and the first phase went just fine. this time caltran says so far so good. a record number of riders are taking caltrain so now the system is adding six more trains starting tomorrow. two will be brand new trains. four others that were mothballed because of budget cuts are being restored. caltrain is also rearranging its schedule to give passengers greater flexibility. it is also adding a silicon valley stop for twelve limited service trains in. in june caltrain averaged 50,000 riders every weekday. >> lisa argen is describing a mini heat train. >> that's a good way to put it. the forecast for the week ahead

>> so this is fall? >> it is. >> a lot of people have been waiting for this kind of weather. >> our warmup today quicker than yesterday. the fog shallower, the winds lighter, and that all points to a warmer afternoon, a warmer way to start the week. we are including the work week in this forecast, as well. here's a look outside from mt. tam where the sun is up later and later. 7:05 and setting 5:53. and in the north bay, the 34th annual chili cook-off, where temperatures will be nice and mild there with a lot of sunshine. we have a look at live doppler 7 hd where this is on top of mount saint helena. the low clouds and fog this morning not only confined to the golden gate burks we have dense fog along the central coast. visibility being reduced to about a half-mile. that will continue throughout the next couple of hours.

it will be after 9:00 when we see that fog thin out and the marine layer evaporate. right now it's cool, 46 in half moon bay, good morning, santa cruz, 44 for you. upper 50s from fremont to mountain view, and 60 in antioch. the higher elevations will be warm, continued warm, and the flow at the surface will allow for the comfortable temperatures at our coast. but we will be looking at some very, very light winds. so in that respect we will warm up quickly. it will be hot inland with mild numbers once again. but the temperatures will be warming anywhere from around two to four degrees at our coast to maybe six to eight degrees inland. so the warm to hot weather continues to start the work week. and right on through tuesday it's the middle of the week on wednesday when things begin to cool. so due to this warm bubble of air around the bay area, we are talking about another spare the air day today with poor air quality for our inland east bay. the santa clara valley and up in the north bay where we have the

weak on shore flow. conditions will be a little better in terms of air quality right around the south bay and the coast. our water vapor imagery, high pressure at the lower levels and upper levels, allowing for the big ridge of high pressure to continue to stay over the bay area. so what that will do is bring that warmer air right on top of us and with that marine layer pretty much nonexistent by the afternoon we will look for the warmest days today, into tomorrow. so it looks pretty good out there. if you like it warm. but in fact getting a little bit impressive in the inland valleys. the upper 90s a little hard to take, although with the sun setting earlier and earlier, we will cool off rather quickly. that's the up side of it. 99 fresno, 83 big sur. back home 75 in the city. 85 in oakland and upper 60s in fremont and town by the santa clara valley, still warmer there. and upper 90s gilroy.

>> live from the kgo broadcast center, this is abc7 news. >> welcome back, everyone. the first debate against president obama and his republican challenger mitt romney is just three days away. karen traverse reports on what both sides are doing to prepare for the showdown. >> president obama and mitt romney were out of the public eye as they get ready for their first debate this wednesday. the exarch trail duties fell to their running mates. vice president biden stumped in florida for the second consecutive days. he slammed republicans and the bush administration for the skyrocketing deficit. >> by the time the reigns got turned back over to barack and me, they had doubled the national debt in eight years. >> with his path to the white house shrinking, florida is looking like a must-win area for

romney. but his running mate ryan focused on new hampshire. the granite state has just four electoral votes, but ryan said it could be the difference in a race that will come down to a handful of states. >> thank you, granite staters, for sending mitt romney to the white house and barack obama back to chicago. >> the campaign shifts into a different stage with the high stakes showdown for president obama and romney. >> if you take a look at the history of the debates, it's not about policies or facts. every change that happens in a debate if you look at history, it changes because of somebody's mannerisms or style. they either did badly or well. >> both will spend the next few days in intense prep sessions. trailing in the polls, romney may have the most on the line and his campaign is look at this debate as a chance for a game changer. abc news, washington. is the debate showdown a make-or-break event for mitt romney?

can president obama defend his record on the economy during his first term? that's the debate taking place this morning at 8:00 when republican new jersey governor chris christie faces off with white house senior advisor david pluff. don't miss "this week" coming up with stephanopoulos. >> critical mass events are continuing in 300 cities. as they push for rights of bicyclists. in fran a farewell bike ride begins at 1:00 this afternoon at 16th and valencia and going to ocean beach. friday's massive 20th anniversary ride through san francisco snarled city streets during the evening commute but there were no arrests. >> new this morning, seem san rafael leaders will consider the county's most strict

anti-smoking ordinance to date. it would ban smoking at all apartments and condominiums, in addition to outdoor places like parks and patios. sidewalks would also be off-limits. however the our media partner reports a draft ordinance would allow smoking in those areas if someone is walking while they are smoking. >> snap's expanded plastic bag ban begins tomorrow. you will have to take ten cents for a paper or compostable bag from your retailer. none of them will be allowed to offer you plastic. it goes beyond big box and grocery stores and includes smaller mom and pop operations. in july of next year it expands to include restaurants. the ban is intended to help san francisco reach its zero waste goal. they are hoping you will bring your own bag. some smart students are brainstorming to help their school save money.

they are members of livermore high school's green engineering academy and they took part in a major effort to cut energy costs in the district. abc7 news reporter nick smith has their story. >> our sophmore year we all got together and started being geeky. >> reporter: these six students are part of livermore's high school green engineering academy. it's designed to promote engineering through hands on activity and is only offered to 60 students a year. the shared experience was an instant connection. >> we were able to learn together and have fun and making fun of each other while we are in the science fair together. >> together they applied their skills to find ways to save their school districts tens of thousands of dollars in energy costs. something the class of 1936 never had to worry about. >> it's baby steps you have to take to lead to a big difference. it's what you have to do. every light switch counts. >> for example, this lamp is an older system.

it's about one and a half inches in diameter and uses more energy than newer models. >> it's their school, they know it best, and they can help us out with specific counts and specific information. the project was made possible pg&e innovator pilot program where innovators like duane are brought on board to do an energy audit. in this case he was teamed with those who know the campus best, the members of the green engineering academy. >> that measure we identified was about 100,000 kwh of annual savings which i think is $14,000 for the school each year that they would save. >> the students were able to identify more than 45 quad lamps, multiple thermostats and old computers that were outdated and simply sucking up too much energy to be cost effective in today's classroom. a simple upgrade was an opportunity for real savings. a move the district business officer looking to make every penny count can appreciate. >> and that saved us like $70,000 for a small investment. i mean, we do have to pay money

an unusual find in san francisco. part of the old city hall destroyed by the big quake and fire more than 100 years ago just recently turned up. crews discovered the ruins on fulton and hide streets about two blocks from where the current city hall now stands. >> people who central along the sidewalk by san francisco's civic center probably have no idea that below them is a piece of the past. when the great quake of 1906 struck, it left the magnificent city hall in ruins.

it's dome became a symbol of the disaster. now crews have made a historic find, remnants of the old structure. crews were jackhammering here, making room to plant a tree, when they discovered this brick foundation. >> what the earthquake didn't destroy in 1906, the demolition crews shortly thereafter did. what we have here are the foundations. it's a pretty big foundation. it's brick on top of granite on top of an enormous concrete. >> rebecca is the historic preservation specialist for the general services administration, who owns the property. the ruins are part of the eastern wing of what was then city hall. the entire building took 26 years to construct. this section on hide street actually with stood the quake. an architectural historian believes examining what is left could answer key questions about seismic safety.

>> we could learn something from these foundations about the later, the last stages of construction in the late 1890 that made this portion survive better. >> the spectacular new city hall was built in 1915 and now casts a long shadow over the old. >> quite the find. the construction work is going to stop for a few weeks while historians document that discovery. oracle world starts today in san francisco with ceo larry allison scheduled to speak tonight. the annual user conference is being held at the moscone center. its expected to attract about 50,000 people. the event will likely generate an estimated $120 million in revenue for the city. it features the inaugural oracle music festival, as well as a user appreciation event with pearl jam performing on treasure island wednesday night.

fog along the central coast. we have partly cloudy at sfo and that's allowing for the delays of arriving. so temperatures, wow, once again, cool with 44 santa rosa, 46 in half moon bay with numbers in the upper 50s outward livermore and fremont. so definitely less of an on shore push this morning. less fog and that shallower marine layer will allow for quicker evaporation of the fog. then the winds really back off. so we are still looking at a rapid warmup today. hot inland. mild around the coast with warm to hot temperatures continuing for the work week with tomorrow should be the hottest day. tuesday maybe a little bit more of a sea breeze, but still quite warm and eats really not until the middle of week when this ridge of high pressure against to loosen its grip. as a result, bay area quality management has also issued a spare the air day for today with the air quality not so great from the east bay to the santa clara valley and also into the north bay. but with that very, very weak on

shore flow, it's not so bad along the coast. so here's a look at what's going on in the atmosphere. we have high pressure in control from the upper levels of the atmosphere and at the surface. what that makes for is that warm bubble of air over much of the state. while we continue to warm today, we could see record heat east of here in the mountains with a heat advisory near triple digit heat in the southern sierra. definitely not as hot as it could get. with the very, very weak marine layer, it will be looking at a light on shore flow at our coast. so still warm around the central coast. big sur. that's where we've had the beach hazard the part of couple of days with upper 70s in the northern sierra. today once gone the rip currents, the possibility are strong, and large shore breaks. from the natural bridges, twinlation, and it's been this way week after week. keep that in mind if you are headed to the coast. if you are headed to oakland today, it will be warmer.
